## Current HOELT facts (checked 20 July 2026)

- HOELT means Home Office English Language Test.
- The confirmed purpose is UK visa and immigration decision-making.
- The tender requires a 2-facet Speaking and Listening test and a 4-facet Speaking, Listening, Reading and Writing test.
- The service is fully remote and digital by default. Bidders may propose exceptions where local legal or technical constraints prevent remote testing.
- The tender states CEFR coverage from A1 to C2.
- Best and Final Offers were scheduled for 20 July 2026.
- The award decision is targeted for 16 November 2026.
- The contract is planned to start on 1 December 2026. Public implementation has separately been indicated for late 2027 or early 2028.
- No official candidate price, task list, scoring scale, booking date, or university-acceptance policy has been published.
- The IELTS partnership withdrew from the procurement in March 2026 over remote-test security concerns.

## CELPIP, IELTS, and TOEFL choice facts (checked 24 July 2026)

- For Express Entry, IRCC accepts CELPIP-General, IELTS General Training, and PTE Core for English. TOEFL iBT is not on that approved list.
- CELPIP-General LS tests Listening and Speaking for Canadian citizenship use. CELPIP-General is also accepted, and qualifying expired third-party results can be used for citizenship.
- IELTS Academic and TOEFL iBT generally have broader academic acceptance. CELPIP is accepted by selected Canadian institutions and programs, so applicants must check the exact program.
- CELPIP-General is fully computer-delivered in one sitting, uses CELPIP Levels aligned to CLB, and normally reports results in 2-4 business days.
- The TOEFL iBT introduced adaptive Reading and Listening and a 1-6 score scale in 0.5 increments on 21 January 2026.
